Purpose of the Job
The Amal East and West have combined some 160 min m3 (I billion barrels) of remaining STOIIP. The Amal Steam opportunity is to develop these volumes by a steam development with first steam in 2012. Both fields contain heavy oil and steam injection can increase the recovery factor ultimately to some 60%. Covering all project engineering required tasks from detail design through to full-scale operations.
The facility development concept is in line with the following:
A gathering and metering system for the Amal West initially cold production.
Provision of 6000 t/d of steam injection and distribution capacity for East and West through Once Through Steam Generator (OSTG).
Gathering and Processing facilities for 4000 m3/d oil production and 25000 m3 gross production.
Dimensions:
Member of the Amal Steam Project OR&A Team along with: Steam Socialist Operator, Specialist Water Treatment Plant Operator, Production Chemist, competence and Development Coordinator, OR&A Planner. The Position will be initially Muscat based Saturday to Wednesday, mid 2011 the job will transition to the field on rotation (rotation to be decided). Manage the FPD process and Commissioning to Operation Handover: no direct report.
Experience/Qualific ations/Competenc ies Needed:
Experienced Mechanical Engineering professional with BSC/HND or equivalent in Mechanical Engineering Discipline, consideration will be given to Process/Chemical Engineering candidates that can demonstrate a bias towards Mechanical Engineering.
A minimum of 10 years experience in Mechanical/Project/ Facilities/ Construction Engineering. Will have held a project Mechanical delivery role.
Prior mechanical design experience with oil &gas facilities and utilities systems.
Proficient in Mechanical design standards, specifications, codes, and appropriate safety criteria.
Experience with Onshore facilities mechanical design, fabrication, transportation, commissioning and start-up.
Engineering verification and equipment design audit requirements.
Familliarity with System completion tools eg. WinPCS, QEDi CPCS, Completions System Intergraph, TOSTR, PIMS
Owner/Operator Company experience or equivalent is strongly preferred.
Capable of developing procedures for testing, installation, commissioning and start-up.
Capable of developing requirements for operating, maintenance and inspection procedures.
Capable of verifying work in consistent with good design practices, realistic operating assumptions and low life cycle costs.
Capable of developing detailed equivalent specifications including pre commissioning, testing and assessing vendor qualifications and quality program.

Ability to successfully manage relationship with key stakeholders.
Principal Accountabilities:
The Lead Mechanical/Utilitie s Start-up Engineer is responsible for co-ordination all activities to ensure that the project meets its obligations to PDO to startup first time on time and on budget with an admiral HSE record, and to interface with the project management team to ensure that all areas of the project contribute to these goals. Principal responsibilities/ accountabilities for this role include, but are not limited to the following.:
Provide overall utilities mechanical engineering leadership and expertise.
Oversee the Detailed Design contractor production of the mechanical deliverables per the Project Design Basis and Project Management Plan within project budget and schedule.
Assist with all mechanical aspects related to equipment selection, design, installation, commissioning and start-up planning.
Conduction project team member briefing sessions with respect to utilities engineering requirement and process
Review and provide discipline input to the Mechanical aspect of the Mechanical Engineering aspect of the System Completion Tool.
Prepare and submit engineering progress data, including narratives, charts, graphs etc on Mechanical engineering issues to the Engineering Supervisors as required.
Provide mechanical engineering input for Hazard and Operability (HAZOP)
Provide mechanical engineering input for Risk Management activities, as appropriate.
Review Piping and Instrumentation Drawings (P&IDs) for safe and operable features.
Capture and Communicate utilities engineering and design lessons learned for the project.
Advise the Detailed Design contractors mechanical engineering and design organization.
Equipment data sheet completeness and accuracy.
Inspection and test plans, including plans for Factory Acceptance Test (FATS) and Site Integration Tests(SITs)
Provide Mechanical Engineering discipline input to the Flawless Project Delivery.
Provide Mechanical Discipline input and support to the EP contractor with regards to the delivery of ESPIRS and SAP coding so as to have run and maintain spares on shelf with Min Max set for start of Commissioning.
