The Micronutrient Initiative India (MII) is a public charitable trust registered in Delhi in 2005, with a group of eminent persons in India as the founding trustees.

The MII operates under a licensing agreement with the Micronutrient Initiative (MI) based in Ottawa, Canada which is an international not-for-profit organization that works to ensure the poor – especially women and children – in developing countries get the vitamins and minerals they need to survive and lead productive lives.

The MII’s vision is of an India free of hidden hunger and its consequences. To catalyze the national elimination of vitamin and mineral deficiencies through a combination of advocacy, technical, operational and financial support and providing a stimulus to strengthen and expand nutrition programs in India is therefore the primary mandate of the MII. The specific goals of the organization are:

• To improve Child Survival: To reduce under-five mortality by increasing and sustaining Vitamin A and zinc intake.
• To improve Child Development: To improve the cognitive development of, and educational outcomes among, children through increased and sustained intake of iron and iodine.
• To improve Women’s Health: To improve the survival and health of women by increasing and sustaining their iron, folic acid and iodine intake and, in turn reducing the consequences of iron deficiency anemia and poor pregnancy outcomes.

The MII is supporting the implementation of programs in several states of India to contribute to the above stated goals.

Key Responsibilities

Program and Contract Management

• Reviews and provides comments to the Executive Director (ED) for approval of applications for changes to grant/consulting agreement conditions (budget supplements, time extensions) as well as any ensuing amendments.
• Ensures compliance with established MII policies for release and approval for signatures of legal documents (grant agreements, consulting contracts, travel letters, extension and supplement requests).
• Ensures that project milestone related information is captured and maintained in MII information systems.
• Ensures that all necessary clearances are in place before any contract is issued.
• Oversees day-to-day operations of office, database management of donors, special events and grants.
• Serves as a resource person to program staff on subjects related to financial and administrative policies.

Program Accounting and Budgeting
(Working closely with the Accounts Officer on the following):

• Prepares the annual operational budget for MII and maintains and carries out regular analysis of actual expenditure against the budget.
• Coordinates and consolidates the annual program budget submissions from the National Program Officers.
• Supports the ED and National Program Officers in preparing and finalizing project documents and budgets.
• Reviews budget information for grant/consulting agreements.
• Upon receipt of signed agreements, reviews payment requests for processing payments and advances.
• Verifies and approves for processing operational expenses such as travel claims, procurement, salaries, and other routine office expenses.
• Carries out financial analysis of project expense reports and if necessary to visit projects and carry routine expense audits.
• Ensures compliance with various statutory obligations, including reporting requirements under Tax laws including Income tax, Sales Tax, Service tax etc, Foreign Contributions Regulation Act, and other applicable laws etc.
• Ensures proper maintenance of accounting records following the Generally Accepted Accounting Practices and following MII specific policies.
• Oversees maintenance of banking arrangements and cash flow requirements.
• Ensures proper entries are made and scrutinizes various ledger reports, passing year-end closure entries, etc.
• Coordinates Statutory as well as internal audit every year.
• Prepares various internal and external grant reports as required.
• Develops financial and administrative indicators for management with a view to tracking critical aspects of the grants.
• Analysis of information on institutional risk.

HR & Administration
(Working closely with the Accounts Officer on the following):

• Managing the program support services.
• Administration of the MII, (viz. facilities management i.e. office lease, housekeeping, security, recruitment processes, etc)
• Provide support in managing Human resource (e.g. recruitment, orientation/training etc) for the MII.
• Ensure implementation & adherence of MII Administrative policies & Guidelines.
• Provide support to MII staff for resolving Information technology related problems.

Procurement
(Working closely with the Accounts Officer on the following):

• Identify vendors, call for tenders for various products and items e.g. micronutrient powders/premixes, potassium iodide, salt iodization equipment, vitamin A syrup/capsules and related IEC materials.
• Develop alternate vendors to ensure cost-effectiveness and time efficiency in procurement.
• With support from the Program Assistants, coordinate with State Governments, Manufacturers, Transporters and Warehouses, to ensure timely delivery of the various products and items.
• Coordinate in house tender committee meetings to streamline procedures.
• Ensure maintenance of proper stock registers, procurement and dispatch schedules as per agreements.
• Coordinate procurement and logistics of office related equipment e.g. computers, furniture etc.

RELATIONSHIPS

This position reports to the Executive Director, MII.

CONTACTS
Inside:

Contacts are at all levels of staff in the MII and are generally made to advise and provide financial and administrative information/guidance in order to facilitate operations or making management decisions.

Outside:

Regular contacts external auditors, bankers, suppliers, lawyers, government departments, consultants, private firms, recipients, etc.

Supervision

Supervision of some of the positions in the finance and administration team is required.

TRAVEL

Some domestic travel within India may be required and limited international travel.

OTHER

• Perform any other duties as may be assigned by the ED, MII.

Qualifications and Experience:

• Recognized accountancy qualification (Chartered Accountant, MBA (Finance)) with minimum 10 years experience in providing the whole range of financial services to an organization.
• Experience in the Development Organization/ NGO/ Public sector will be an asset.
• Good knowledge and experience in providing advice and support on finance and administration to the management and possessing excellent financial analytical skills
• Procedural and application of knowledge for planning budgets for communication / management decision
• Ability to control and manage financial policy and procedures and good practices / systems
• Good computer skills, especially in e-mails, internet, word processing and spread sheets
• Ability to supervise and support staff in accounting and logistics procedures including procurement
• Excellent communication skills including fluency in English both verbal and written
• Good interpersonal skills and ability to work as a member of a team
• Awareness of own strengths and areas of weakness and evidence of self managed learning
• Ability to use judgment on routine functions, and work with minimal supervision.
• Ability to work under pressure.

The incumbent shall be based at New Delhi, but depending on the nature of work, may travel to different states of India and abroad.
