JOB PURPOSE: To support and mentor Partners to implement a large food security and livelihoods programme encompassing cash, agriculture, microenterprise, livestock and advocacy components in one district.

BACKGROUND:
Country-wide torrential rains which began late July 2010 have caused unprecedented flooding throughout Pakistan. More than one fifth of the country’s surface area has experienced the worst flooding ever seen and it is estimated that 20 million people have been affected.
The flood damage to the agriculture sector has been devastating. As of 31 August, UN’s Food and Agriculture Organisation (FAO) indicated that more than 3.6 million hectares of standing crops, representing 15.6% of the total cultivatable land in Pakistan, have been damaged or lost by floods. An estimated 500,000 to 600,000 tonnes of wheat seed at household level have been destroyed, rendering farmers extremely vulnerable. More than 1.2 million large and small livestock – cared for primarily by women and kept for milk, meat and draught power – have died in the floods. Animals that have survived lack feed as fodder has also been washed away while drying in the fields or in storage, or is damaged due to silt deposits and is no longer suitable for consumption. Livestock deaths are a crippling loss for poor households as the cost to replace them is equivalent to years of earnings. In addition has the floods caused extensive damage to agriculture infrastructure, especially irrigation and field retention walls, and farmers have lost agricultural tools and machinery, including water mills and generators.
An estimated 70 – 85% of the people currently receiving assistance through Oxfam and partners gained their income through working within the agricultural sector. Consequently, they have not only lost assets but also their livelihoods due to the floods. As the targeted population is currently cash-poor but residing within a functional market, the situation is well-defined for cash transfer and market-based interventions for both food security and livelihoods recovery.
From the onset of the floods, Oxfam GB has worked with partner organisations to conduct rapid EFSL assessments in Upper Sindh. The Oxfam-Partners flood response began on 14 August 2010 in Shikarpur district. The response rapidly expanded to Larkana district as displaced persons began to arrive in Larkana city. The response also extended to Qambar Shadadkot district as people were secondarily displaced to Shadadkot city. This initial phase (completed at the end of October 2010) provided one-off cash grants of PKR5,000 (approximately £38) to approximately 20,000 flood affected households. The purpose of this was to support households in meeting their immediate basic food and non-food needs.
From November 2010, Oxfam and Partners have started an EFSL recovery programme that seeks to first, ensure food security for returnee households, and secondly, support returnees in the recovery of their livelihoods. Oxfam and Partners have begun recovery activities such as cash for work (CFW) and other conditional cash grants (CCGs). The CFW and CCG will provide the much-needed cash to the vulnerable while supporting them to rehabilitate community and other infrastructure that have been affected by the floods. Other activities, such as agricultural support and small business support are also being considered. The programme will also extend to two further districts, Dadu and Jacobabad.
As EFSL District Team Leader, this position provides technical oversight of the Oxfam-Partner food security and livelihood programmes in one district.
KEY RESPONSIBILITIES:
• To provide support and mentor Partners in implementing their EFSL activities in across several districts in Upper Sindh. Work with Partners to ensure that programme is implemented in line with Oxfam policy and agreed standards (as per approved project plans).
• To work with the Partner organisation to jointly develop the strategy and approach for the EFSL programme in Upper Sindh.
• To build the capacity of Oxfam and Partner staff to implement the EFSL programme through training work, on-the-job training and mentoring. Areas of focus are likely to include cash transfer programming, livelihoods recovery (microenterprise, agricultural support and livestock support) and monitoring and evaluation.
• To work with the Partner staff to agree to shared process guidelines and systems to be used in the EFSL programme, ensuring that quality objectives are met.
• Together with the WASH team, to ensure the EFSL and WASH programmes are appropriately integrated, particularly in achieving objectives of Community Action Plans.
• To represent Oxfam at the District Coordination Cells.
• To work with Partners to ensure that reporting is completed in a timely manner and that reports are of high quality.
• To work the EFSL Finance staff to ensure that the cash transfer programme has appropriate cash delivery mechanisms in place for the district.
• To encourage mainstreaming of gender into livelihoods recovery programming by increasing knowledge of the staff, community structures and beneficiary communities through trainings/ awareness raising activities and incorporating gender data in program monitoring and design.
• To continuously scan/assess the context, and adapt the programme and team composition as required by the context.
• In collaboration with the project team, to monitor the impact of our work on the people. The project officer will monitor and report on output indicators of all aspect of our work and also agree on strategy within the programme for monitoring.
SKILLS AND COMPETENCE:
The postholder will have the following essential attributes.
• Education – A relevant degree with at least four years of field experience in the implementation of EFSL programmes. A technical specialisation in cash transfer programming as well as one of the following: livestock, agriculture and microenterprise.
• Demonstrated experience in enabling partners in partner-led EFSL responses.
• Strong mentoring and capacity building skills. Experience in conducting training in EFSL, including cash transfer programming.
• Skills in field-level interagency coordination and representation.
• Strong skills in workplanning for an EFSL programmes.
• Strong assessment and response analysis skills in EFSL.
• Proven experience in designing, implementing and monitoring large food security and livelihood programmes. This includes designing all necessary formats and training staff in the implementation.
• Proven experience in monitoring and evaluation, including post distribution monitoring and price monitoring.
• Ability to be flexible, adaptive and responsive to a continuously changing environment.
• An understanding and ability to ensure that EFSL guidelines and toolkits are understood and used. This includes Oxfam’s Cash Transfer Programming Guidelines, LEGS, EMMA and HEA.
• Strong analytical and conceptual skills.
• Strong commitment to social justice, promoting gender awareness and equality.
• Good communicator in English – both written and oral as well as a good listener.
• Good community participation skills – PRA and other methodologies.
• Strong project cycle skills: assessments, design, implementation, monitoring, evaluation, and strategic planning skills.
• Financial monitoring skills.
• Proven computer competence.
• Ability to work effectively in a culturally diverse organisation. Experience of Pakistan or other areas in South Asia is preferred.
